I’m a FirstNet subscriber. I recently ordered an iPhone 12 Pro on a payment plan. Band 14 is currently available in my area. It’s my understanding that devices operating on the upper C block portion of the 700mhz spectrum are supposed to be unlocked. My device currently shows locked at the moment. Is AT&T supposed to unlock my device pre the FCC regulations? I need to be able to use an alternate carrier in the event of another outage.
